Encoder Settings Help

So I've been trying out Max mainly to use with converting Audiobook files, using MPEG-4 HE-AAC, my question is

In the Encoder Setting there a several options one of which is Quality a drop down box,

This has 5 settings low to Maximum, but what does this setting actually do, does it change the sample rate,
Theres a separate option for Bitrate so I know its not for that.

It changes the quality of the algorithm. Personally, though, I would use real AAC if I were you. HE-AAC is for live streaming.
