Actually this is bad advice still circulating from much earlier times in CDR recording.

Almost all current burners perform better at higher speeds... though not necessarily the top speed.

Each burner will have a "sweet spot" (ideal burn speed) that will vary with each type of media used.

To learn more about how to test this with your current burner/media combo I'd suggest heading over to the CDFreaks forums and having a good long read.
