First of all, not every CD necessarily has metadata on it (CD Text). Second, many apps don't read CD Text (I assume this includes Decibel). For various reasons, I strongly recommend using an app like Max or XLD to rip your CDs to FLAC (or some other lossless format) for computer play. This will also solve your metadata problem, as both apps can use CDDB and/or MusicBrainz to locate and add metadata to the rip. You can also use xACT to edit the metadata after the fact.
