I haven't tried Sox, looks very useful though. I have been using the 30-day, full-featured eval of Adobe Audition. Very nice app, quite large though if that matters to ya. But it will do up/downsampling and just about anything else you could ever need. For you though, 30 days might not let you tackl...

For those that may be interested, after 2 days solid of poking around on this, I think I've finally got it.
